If you are converting from "css1", what ever that is, you can use a CSS editor such as Top Style. There's a lite version for free.

Personally, I'm struggling to get my head around the question?
If your keen to use CSS 2, ... learn it - then use it where you want too.

Seems fairly obvious - no?

No such creature exists. You will have to redesign your web site with CSS. There is no way to "convert" an HTML web site into a CSS web site.
